    Abstract: 本文論及台灣視障者使用公共圖書館的可及性議題。主要從四個議題進行探討：
    1. 從馬拉喀什條約訂定後，公共圖書館視障者服務有何發展變化?
    2. 是否有新的著作權條款注重到視障使用資源的自由與責任?
    3. 何謂可及性? (從視障者角度出發)
    4. 何謂公平? (從視障者角度出發)
    經過相關文獻分析與研究發現真正的可及與公平是指視障者可以有同樣獲取資訊的機會、有相同互動以及如常人般的愉悅服務，最後提出一些趨勢建議供公共圖書館推動視障服務參考。
