    Abstract: 本論文主要在就雷州西湖十賢祠內所奉宋代十賢，皆因權奸當道而被貶來雷陽，纔有機緣造福地方百姓。並佐證以唐柳宗元之貶永州及柳州、宋歐陽脩之謫滁州、明湯顯祖之遷徐聞，均能有大作為，而百姓獲益焉。藉此反諷歷代之主政者，偏何漠視封疆地方百姓的權益?
