    Abstract: 資訊系統涉及公共與國家安全已是事實，如何確保機敏性資訊及其資訊系統不受未經授權之存取、使用、揭露、破解、修改與毀壞，以提供機密性、完整性與可用性之應用，已是各國政府宜面對的問題。本文根基於中華人民共和國（以下簡稱海峽對岸或中國）之法規及其資訊安全等級保護測評認證的體系，探討海峽對岸「信息安全等級保護」之實作機制。
