Abstract:	重要民生基礎建設(Critical Infrastructure)是指一個國家為維持民生、經濟與政府等運作而提供之基本產品及服務，諸如：通訊、能源、金融、電力、供水、健保等。當這些基礎建設的運轉作業中斷時，將會對公共活動、民眾生命健康、甚至國家安全造成重大影響。目前這些基礎建設之運轉控制均已全面電腦化且日益成為開放系統，其資訊技術（Information Technology，簡稱IT）缺陷功能(Malfunction)的控制措施，已成為工業控制系統（Industrial Control System，簡稱ICS）資訊安全管理研究的焦點之一；根基於此，本文整理台灣地區已發生的ICS安全事故之IT缺陷功能，並探討其控制措施宜闡明的脈絡。
