The purpose of this study is to find out the actual goals and objectives of the Japanese management of the library profession in Taiwan during the Japanese Ruling Era (1 895-1945), to describe the development of the Public Library then, to analyze the reasons of its success and failure. It is hopeful that the experience of this period may serve as a useful reference for our future development.
