    摘要: 在全球化脈絡下,建立教師專業標準成為西方國家提升教學專業與教師品質的重要方式,臺灣亦於2000年代陸續進行這方面的努力。惟專業標準在國外曾引發諸多討論,例如:其是否在新自由主義下,成為政府行使績效管控的一項利器?其除以概括性的總體標準發揮引導功能外,細部發展的各科、各學校層級標準,甚至是包括表現水準尺度(rubrics)的特定標準,是否在管理主義下,更加劇「控制」之實?本文從此脈絡切入,除分析全球化下專業主義之演化與實踐,亦就專業標準引起的關切做分析。接續者,則就本土發展專業標準的努力做闡述,並以西方走過之經驗,提出未來發展之借鏡。
    In the context of globalization, teacher professional standards were set up to enhance the teaching profession and teacher quality in the Western countries. Similar efforts have been made in Taiwan since the 2000s. However, debates arouse concerns overseas included if the standards are used for controlling under the guise of neo-liberalism and if the specified standards need to be developed in addition to the generic standards since the specified standards might become the vehicle for performance management. In the globalized context, this paper firstly analyzed the evolution and practice of professionalism followed by illuminations of concerns for the standards being used. Then indigenous efforts for the development of professional standards were introduced. Suggestions for the future were finally proposed based on the reflection of Western experiences.
