    Abstract: This study applies fuzzy analytic network process (FANP) approach to identifY the most appropriate locations for 2nd-tier cities relative to multinational biotech pharmaceutical enterprises' market expansion.
    The most important finding shows that the most suitable 2nd-tier city for multinational enterprises (MNEs)
    is Chengdu. Also, the weighted calculations present the three most important criteria affecting the location
    selection ofFOI for second-tier cities: number of hospitals, competition with MNEs, and the availability of skilled human resources.
