自從198 0年代早期開始， 台灣的政治生態便經歷到兩種影響深遠的鉅變， 一是其獨特的政府領導風格， 二是位處世NGO區域。關於前者， 當時的台灣正逐漸走出獨裁高壓的統治方式，在此之前， 小自草根， 大至自由民主主義和充滿活力的民間團體都是不被允許的。至於後者，其規模、功能、相關的影響範圍皆有長足的增加。本篇論文將探討的是，此兩種變化並非獨立毫無關聯， 而是充滿了互動的。1980年代源自於NGO的提倡與改革， 皆是鬆勤政府制約組織的主要力量， 也催生了1987年的民主化及其後來的轉變與民主團結。在民主化的同時， NGO區域也跟著受到了正名與合法化， 並得以持續成長。民主化也將分析NGO區域自從1987年迄今，尤其是全球化的成長歷程。 Since the early 1980s, Taiwan's political scene has experienced far-reaching changes in both ways: one is its unique governance form and the other is the NGO sector. Regarding the former, Taiwan has gone from an authoritarian government which allowed little if any input from the localized to a liberal democracy and a vibrant civil society. Regarding the latter, there has been great growth in the size, fun ctions and realms of the NGO sector. This paper will argue that these twin changes are not independent but interactive: in the 1980s, the numerous advocacy and reform oriented which were from NGOs were a vital force in the gradual loosening up of the governance system and it also helped bring about the democratization of 1987 and the subsequent transformation and consolidation of that democracy; and the democratization has in turn legitimated the NGO sector and helped it to continue to grow. This paper will also analyse the NGO sector as it has developed since democratisation in 1987 to the present, especially its globalization path.
