    Abstract: 本文針對國家資訊發展政裝模式中，有關計量指標之研究于以採討，並嘗試提出一個國家資訊發展指標建立之模式，以作為國家制定資訊發展政家過程中，設定目標、選擇優先順序與評定政家影響等之重要依據。
    This Paper intends to investigate the formation of an index to measure the national information development. Based Upon the existing information activity and utilization indicators, we further propose an organic and integrated index model for future reail implentation.
