摘要:	本文首先闡述在全球化與歐洲單一金融市場促成跨領域金融監理模式與形成銀行保險的現象，以作為本文的基礎；接著探討德國全方位金融監理體系的建構，而形成一個單一的聯邦金融監理制度。二○一二年七月一日起，行政院金融監督管理委員會進行新的組織再造，本文主要的目的在於探討德國在因應新類型金融商品與跨領域金融業經營模式的出現，所進行的金融監理改革，是否可作為台灣引以借鏡參考。 With globalization and the establishment of the European Internal Market, financial conglomeration has become a new business model. The supervision of financial conglomeration has also become a hot topic since the 1980’s. This essay explores the model and establishment of all-financial supervision in the EU. The European financial supervisory system has had a great influence on the development of Germany’s all-financial supervisory system. Hence, Germany is taken as an example to describe how to develop a unitary federal financial supervisory system.
