    Abstract: 兩岸第八屆經貿文化論壇在大陸哈爾濱閉幕，亞太和平基金會董事長趙春山教授提出「兩岸必須用新思維在政治、社會和文化等領域，建立更多共同價值、制定更具體的規範，並建立可行機制。」（賴錦宏，2012/7/30）筆者深有同感，但是如果可以先在台灣內部落實，與對岸談判就會更有說服力。事實上台灣內耗
    多年，就是因為做不到「建立共同價值」，而不是沒有此一思維。如何突破，筆者深有感觸，以下分述之。
