Various studies have addressed reading literacy in OECD/PISA; however, few have focused on the factors related to attitude and culture. Using Data Mining, this study analyzed the PISA2009 student data to investigate the relationship between reading attitude and reading literacy. We were especially concerned with the cultural factors when we explored the difference and possible relationship. The result reveals that the main cultural factors in the development of students' reading literacy include economic, social and cultural status, enjoyment of reading, control strategies, memorization strategies, and immigration background. The model evaluated by Data Mining shows that the most important factors influencing Taiwanese students' reading literacy are enjoyment of reading, control strategies, and economic, social and cultural status. The findings may provide useful information for policy makers to ameliorate the problems of students' reading literacy.
