為貫徹「國防二法」的推動，近年來我國軍事體制產生重大改變，自民國八十六年起，相繼實施人力精簡政策以調節員額；另一方面，則透過舉用文官方式，冀望藉由文官專業的參與，以提昇國防的決策品質。組織在歷經變革時，最易形成知識的斷層與流失，因此運用知識管理來緩和知識流失問題，已成為各國政府主要因應的典範；隨著網際網路興起，由網路所建構的數位化學習（E-learning）方式，日趨為大眾所接受，加上跨平台的運用，將使得資訊的深度與廣度更為多元，並提供了快速回應與重覆使用的加值性。故本研究整合知識管理系統（Knowledge management system，KMS）、學習管理系統（Learning management system，LMS）與決策支援系統（Decision support system，DSS）的架構，發展出屬於國軍文官知識來源需求的雛型系統（Prototype system），配合法則庫（Rule-based）與個案庫（Case-based）的推理運用，對於問題解決後所產生新知識，做出機器學習（Machine learning）與更新的回應，以符合專業上的需求，並協助文官學習與累積工作上的知識經驗，做出客觀的決策。 To meet the new National Defense challenge for the 21st Century, we have to enhance the leadership and management programs for Civil Officials. The Ministry National Defense has started to conduct lean program in manpower and work flow efficiency program since 1997. To meet this challenge and lean manpower target, training the officers with latest knowledge and skills are the essential elements to make the program successful. Following are some courses and subjects recommended to for example, Using Internet System to Acquire New Information and Knowledge around the World Integration of Knowledge Management System, Learning Management System, Decision Support System. To facilitate the Civil Officers to learn and gaining latest knowledge and professional experience sharing, we strongly recommend by adopting all the above courses and subjects, using the methods of Rule-Based, Case-Based, as well as E-Learning, to achieve the goal and target.
