    摘要: 本研究旨在探討當前半導體產業，建立預防性品質管理系統的方法，並以國內高科技產業最具份量的半導體產業為個案，詳加分析應用績效。研究中以國際通用ISO系列，品質保證制度各項規範做為品質管理系統的評核構面。在亞太地區共選十家大、中、小半導體供應商，做為研究對象。先建立企業基本資料，再從書面程序與作業層面兩方面分項評估，所獲結果如下：(1)半導體產業品質管理系統的落實性在書面程序方面達到98.6%，但在作業層面只達到91.1%，其中有7.5%是屬於管理不善所造成的人為疏忽。(2)半導體產業在對供應商合約審核及進料檢驗都做得相當嚴謹。(3)品質管理系統績效的高低與企業大、中、小及品管員多寡沒有相對的關連。(4)半導體產業對改正及預防措施及統計技術的應用有待加強。(5)半導體產業對教育訓練有待加強。(6)半導體產業對製程品管、文件資料的記錄及管制需待加強。本研究評估結果可用以建立品管系統之實務模式，對IC產業提昇產品附加價值及公司競爭優勢有幫助。
    In this study, the methodology of establishing the Preventive QualityManagement System of the IC Industry is proposed for reference ofQuality Management improvement. During the Research we choose , TheQuality system Common tool-ISO of check list is selection as theQuality System check criteria , and also choose 10 IC suppliers inAsia with different scale as the evaluation sites for comparison . Theobtained result, can be summarized as following : (1) IC assembly /test Industry Quality system Implement situation reach 98.6% atprocess document compliance and 91.1% at operation compliance. 7.5% major deviation are related to Quality management deficiency. (2) OnIC Industry's supplier control verification and IQC are Quiteconscientious. (3) The performance of Quality system control is notrelated to company's scale and QC resources. (4) Weakness oncorrective action and preventive problem, moreover the statisticapplication is not enough. (5) The training and education need furtherImprove. (6) Process control document and record retention still haslot form for improvement. Practical, The evaluation result can helpthe IC industry Management to establish the Quality managementsystem, which can increase competitive power of company and theproduct value added.
