    Abstract: Mobil agents refer to self-contained and identifiable computerprograms that can migrate along the network and can act on behalf ofthe user or other agents. Mobil agents often work on heterogeneousnetwork and operating system environment. Therefore, an integratedlogical interface to access physical structure via mobile agentapplication is become more and more urgent. In this paper, we proposea tracking and persistent agent-based mobility management system incase of distance learning. The main purpose of our system is addressedto achieve the universal access objective. In order to let the wholemobility management system full play, firstly, we proposed a mobileagent communication network model and the mobile agent evolutionstates. The mobile agent communication network model facilitates theagent computation, and the mobile agent evolution states assist agentsupervisor to monitor client agents. Secondly, we encapsulate theutility tools to be a role-setting object. The role -setting object isan application-driven component, which can provide customizationbenefits for user and matching the user's demands. These integratedtechnologies are sufficient to the use of distance learning (virtualuniversity) environment.
