    Abstract: 本文要探討的是，究竟跨黨派小組歷經七次會議所獲致的共識結論，其意涵如何？台灣朝野如何解讀？中共有何反應？其對兩岸關係有何影響？尤其面臨台灣在野三黨均不願為跨黨派小組背書之情形下，其定位與功能如何？以及陳水扁總統五二○說不會廢國統會與國統綱領，則如何與何時恢復國統會的運作？國統會又如何與跨黨派小組並行不悖？是分工抑或合併？尤其遵守國統綱領對於緩和兩岸關係具有何種作用？在在均值得關注與探究。
