As policy problems have become more complex, government needs more information/knowledge to make good policy. Despite the importance of information/knowledge, the decision making have taken them for granted, and seldom worthy of special attention. Recently, the decision-maker has established the concept of intellectual capital, trying to combine policy-making process with knowledge-management system, however, the underutilization of information/knowledge did not improve. This paper tries to analyse the relationship between information and policy-making from three viewpoints.
