    Abstract: 本計畫以永續發展中的住民參與為研究對象,採用文獻分析法、實證討論分析法,以及比較分析法為主要的分析方法,針對我國、美國以及法國方面的實務經驗與發展特色做一跨國比較研究。內容主要是探討住民參與的理念,住民參與在永續發展的重要性與機能,以及台灣、美國、法國三國在住民參與方面的法令規範與實務,希冀提供我國在制定相關制度設計時的可能參考。
    This research project intends to study sustainable development from the view of citizen participation. By using the method of documentary inquiry, theoretical investigation and comparing analysis try to understand more about the related issues of citizen participation concerning sustainable development in Taiwan, the United States, and France. The research project studied the meaning and the implementing procedure of citizen participation, reviewed the current legal status and experience of citizen participation in these three countries. Hopefully, this project will help us to learn more about citizen participation and will be useful for the future studies of sustainable development.
