    Title: 都市複合性災害防救作業資訊管理系統之建立 : 以臺北市為例

    Abstract: 台北市由於氣候與地理使然,經常受到颱洪與坡地破壞等災害侵襲,近年來更因氣候變遷,極端氣候之發生頻率遽增,進而產生複合性災害,大幅增加災害防救之困難。當複合性災害發生時,災害應變中心將根據發生災害之需求啟動所有相關之災害防救流程。然而,由於台北市防救災相關單位眾多且權責劃分精細,再加上救災資訊繁雜難以整合,故本研究導入作業指派機制、自主查核機制。透過台北市災害應變中心功能群組架構圖確立各執行單位所隸屬的群組,再依照功能群組架構圖建立三層級災害防救流程模型,同時確立各層級所需執行的作業查核項目,然根據三層級災害流程模型與功能群組架構圖兩者建立災害防救流程自主查核表。後透過參考文獻建立災害防救作業指派流程、災害防救流程查核流程,與災害防救流程自主查核表形成完整的作業指派機制和作業回報與查核機制。
    台北市政府在災時稽核與災後檢討所提出的考核結果,無法明確地指出災情處理時的問題點,本研究藉績效評估的方式,找出執行上的問題點,因此本研究導入以模糊偏好關係(Fuzzy Preference Relations,FPR)為基礎,建立績效評估機制來衡量執行災情作業的處理結果,可明確指出災情作業處理上的問題點,提升災害防救的品質。而以上機制皆需倚靠人力處理,並且工作內容具有繁雜度和重複性,因此,本研究透過資訊化的觀念,將電腦能快速處理繁雜且重複性工作的特性導入,來建立一套災害防救作業資訊管理系統,藉以提高災害防救行動之效率。
    Due to the dramatic economic growth in Taiwan, the intensity of land development is increasing. Also, Taiwan is located in Circum-Pacific seismic belt, the compounded threatens of typhoons、flood、slandslides、earthquakes usually cause serious damages, especially in urban area. However, the multi-disasters and extreme climates conditions are few considered within the current disaster prevention and rescue (P&R) processes. Taking Taipei city as the research example, this study aims at reengineering the current typhoons、floods and landslides disasters P&R processes by using up-to-date information technologies, and developing the Multi-Disaster P&R Workflow Management System.
    The Three-Level Disaster P&R process model of Taipei was depict in the beginning of this research based on the current regulations and principles applied by Taipei government. In the proposed Three-Level Disaster P&R process model, the disaster P&R missions were identified and decomposed into their corresponding tasks.
    According to the Three-Level Disaster P&R Process Model, the disaster P&R mission and task check lists were subsequently developed to be the vital references for disaster P&R operators and managers. Furthermore, the post-performance evaluation tables for each disaster mission was also developed in the same time, which could be used by the auditors.
    Taipei City Government in disaster when the audit and review of the proposed post-disaster assessment results can not be clearly pointed out a problem of handling the disaster, the study by way of performance evaluation, identify implementation problems point to import this study Fuzzy Preference Relations was established based on performance evaluation mechanism to measure the results perform disaster operations, disaster may be explicitly identified problem spots on job processing to enhance disaster prevention and response quality.
    Finally, the Multi-Disaster P&R Workflow Management System, a process-oriented management information system, was developed to facilitate the proposed disaster P&R management mechanism. A simple disaster rescue mission was illustrated in the system implementation chapter to present the feasibility of the system.
