    Abstract: 台塑企業指出其公司管理制度奉行「管理靠制度」、「制度靠表單」、「表單靠電腦」,而表單過去都是採用紙本的作業流程,在現今資訊化時代,藉由資訊系統將紙本表單電子化,進而衍生出電子表單簽核系統,本研究透過實務觀察、深入訪談導入電子表單簽核系統的三家個案公司,整理出企業最常導入應用之電子表單類型,並深入瞭解導入過程所面臨的困難及其解決辦法,提供給業界未來需要導入電子表單簽核系統之參考。
    研究發現中小企業於導入電子表單簽核系統時,導入前評估電子表單簽核系統會以「系統能否串聯公司複雜之業務流程」為主要評估要點。於導入之初建議先導入易於使用且與員工息息相關之表單類型,如財務費用類之請款單,此類型表單與使用者密切相關,可降低使用者的排斥感,提高使用者使用意願,進而增加企業導入電子表單簽核系統成功機會,過程中專案參與成員需瞭解公司所有運作流程才能使系統導入更加順暢。
    導入後發現效益最佳的電子表單類型為財務費用類與公文管理類,可提升作業效率與後續進行統計分析,當導入完成後各企業於電子表單簽核系統下一步規劃則為整合企業異質系統如ERP(Enterprise Resource Planning)與HR(Human Resource)系統,系統導入需有管理階層強力支持與宣示,緩減導入的阻力與排除困難,提升成功之機會。
    Formosa Plastics Group pointed out that the company management system is based on " management relies on the system, the system relies on the form, the form by computer " . In the past, the form are based on the paper copy operating procedures. Today,form becomes electronic paper form by information systems. Thus, the electronic paper form derived E-forms system, this study sorted out the most common application into the electronic form type with practical observation and in-depth interviews into 3 cases, This study also fully understand the difficulties users encountered, and provide the solutions to industry for future references.
    The study found that when the SMEs import E-form system, the main evaluation point of “whether the system can support the company’s complex business process ” before importing electronic form. At the beginning of the importing, it is recommended to import the form which is easy to use and closely linked with the staffs, such as billing of financial expense. This type of form is closely related with staff; thus, it can reduce the user’s sense of rejection and improve user’s willingness to use import electronic forms. Then, it will further increase the possibility of the E-form system to succeed. Project members need to understand all operational processes in order to make the system to import more smoothly.
    After importing, financial expense and document management forms are found to be the most effective types that enhance operational efficiency and follow-up statistical analysis. After completing the E-forms system, the next planning procedure will be the integration of enterprise heterogeneous system,such as ERP (Enterprise Resource Planning) and HR (Human Resource) system. The system needs strong management support and declaration to reduce the importing resistance and overcome with difficulties. After all,it will enhance the chance of success.
