| 摘要: | 我國政府於民國89年1月成立海域執法之專責機關「行政院海岸巡防署」，十多年來的運作中，海巡署在業務執行、指揮體系以及人員編成上也暴露出不少問題，鑒於政府在2012年開始進行的政府組織改造，並規劃將海岸巡防機關改隸屬海洋委員會並設置偵防分署，值此時機，本論文旨於透過組織改造觀點來分析三個重要主題，包括我國海巡機關的發展背景、組織定位與功能以及機動查緝隊的組織發展，並與我國內政部警政署刑事警察局、法務部調查局等組織做參照，再比較中、美、日、韓等國海岸巡防機構的組織，最後對海巡署偵緝組織內部人員進行深度訪談，以期得出一套對組織改造執行策略的建議。
透過比較各國海巡機構之比較與發展歷史之研究，本文建議針對海岸巡防業務內涉及的現場處理、證物鑑定等應建置屬於海岸巡防機關所屬的能量下，可以成立為偵防分署，在短期可以參考警政署刑事警察局的模式，長期則應發展專屬的海巡特色，此外透過內部人員的深度訪談，本研究發現若未來成立海洋委員會，目前軍警文並用的現狀可能產生問題，因此建議海巡人員之陞遷應採分類管制。
Leisure that has become an indispensable part of daily life, and the people to choose leisure activities and interests will change due to the surrounding environment, companions, mood and other personal factors, most of the people involved in recreational sports by improving health,weight loss purposes, followed by the enjoyment of the sport, the athletes, in addition to the training time for the majority outside leisure time even less, so the study is to investigate taekwondo athletes leisure behavior, leisure constraints and leisure interests of the current situation,and then explore the leisure behavior among leisure constraints and leisure interests affect relations, and findings as a coach to understand the basis for the players leisure behavior, with the proper training, so that players can get a good development between training and leisure.
This study taekwondo players, through leisure behavior scale, leisure constraint scale and leisure interests Scale questionnaire. Descriptive statistics, independent sample t test, one-way ANOVA analysis, Pearson correlation analysis methods for statistical analysis. The main findings are as follows: taekwondo athletes leisure behavior leisure time the higher the intensity, the higher leisure interests, but lower leisure constraints; Conversely, the cost of leisure and recreational leisure behavior long higher and lower leisure interests, higher leisure constraints taekwondo players engaged in a variety of leisure activities, the longer the time invested, the higher the leisure interests, the more independent leisure constraints affect; while engaged in leisure activities farther way, cost the higher the benefits gained, the less, the formation of a higher leisure constraints. |
