In recent years, countries around the world have proposed various education reform policies and measures in order to achieve the goal of education: enhancing the quality, creativity, and competitiveness of their people. Taipei Xinshen Elementary School, as an innovative elementary school in the 21st century, has developed and executed programs and procedures in order to be a high quality school. This includes proactively enhancing the quality of teaching, effectively implementing the team management strategies, and inspiring team’s maximum potential.
This study focuses on the high quality school with Taipei Xinshen Elementary School as a case study. The study methods include a literature review and in-depth interviews to assess team effectiveness: evaluating its performance in school administration applications and its role in implementing strategies and the projected progress, understanding whether the way team operates improves the school’s quality and efficiency, and whether it enhances the quality of teaching and administrative activities.
The following is a summary of the findings and recommendations:
    1. Situational teaching improves team work and creates a collaborative environment among the staff members. Team effectiveness is maximized and academic performance is enhanced through emphasizing the importance of art and cultural literacy, encouraging students to actively participate and enhance their ability to appreciate art as an individual, a group, and the entire school, and utilizing the opportunity to understand the ecosystems via students’ science projects with guidance from their teachers and the support from the administrative team.
    2. Administrative team can achieve its full effectiveness with systematization administrative management and implementing applications of science and technology. For example, full utilization of school resources such as the astrology station and the digital meteorological station makes teaching more attractive and interesting.
    3. This study assesses team effectiveness using one school as a case study. The future research work can be extended to studying other schools with similar spatial design from the cultural aspects, and investigating the holistic nature of team effectiveness.
