Abstract:	本研究運用文獻分析法與比較研究法等分析方法，檢視ECFA自2011年簽署至2013年1-4月在早收清單方面的執行成效，並探討ECFA早收清單對臺灣產業的影響為何。本研究的目的在於：一.探討ECFA早收清單的起源、內容，利弊得失、影響及衝擊。二.檢視 ECFA早收清單的執行情況。三.研究如何降低衝擊、提昇產業競爭力，並藉由簽訂ECFA的契機，進而取得世界貿易舞台，與全球各國進行公平貿易。四.對臺灣如何後續推動ECFA的經濟效益提出相關建議。五. 檢視完成後續協商ECFA主體服務貿易協議與貨品貿易談判之進展。六.檢視後ECFA時期與其他國家洽簽經濟合作協議進展。本研究透過政府公開之貿易數據等既有文獻之整理，研究發現2011年至2013年1-4月早收清單的整體成效包括：一、關稅減免逐年大幅增長；二、ECFA早收清單對中小廠商特別有利；三、農產品出口中國大陸大幅成長；四、早收清單利用率已有很好的成績，且仍逐年增長。 In this study, we use documentary method and comparative methods to review the execution of the Economic Cooperation Framework Agreement (ECFA) Early Harvest Program from 2011 to the April of 2013, and to explore the impact of the program on the market of Taiwan. This study focuses on 6 parts.1. Explore the origin of the ECFA Early Harvest Program and the ECFA Early Harvest List, as well as the content, advantages and disadvantages, influence and impact. 2. Review the economic achievement of the ECFA Early Harvest Program. 3. Study how to reduce the impact, and enhance industrial competitiveness and opportunity. And study, through the signing of the ECFA, how Taiwan can make the world trade arena and fair trade with countries around the world. 4. Give suggestions about how Taiwan promotes the follow-up economic benefits. 5. Review the ECFA follow-up consultations on trade in services agreement and the progress of negotiations on trade in goods. 6. View the progress that Taiwan signs economic cooperation agreements with other countries during the post-ECFA period. By the analyses of the related literary and trade statistics by government, the general consequences of the Early Harvest Program in 2011-2013 1st quarter as below : 1. The tariff reductions grew substantial annually. 2. ECFA Early Harvest Program is more beneficial to the small and medium- sized business. 3. Agricultural exports from Taiwan to Mainland China are growing rapidly. 4. The utilization of the Early Harvest List has had very good results, and is still growing year by year.
