本研究採用Panel Data分析方法,以1982年至2011年間各部門之年資料,探討台灣ICT(資訊通訊科技)產業發展對總能源消費、電力消費、石油產品消費及天然氣消費的影響。 資料皆取自然對數,使用彈性分析結果顯示,整體而言,ICT四大產業依其產業結構類型不同,當產值增加時,對四種能源消費亦產生正向影響及負向影響。ICT電子零組件製造業與ICT資訊業主要於製造和生產之消費端,其產值增加將促使能源消費增加;而ICT電腦、電子產品及光學製品製造業與ICT電信業主要於通訊設備擴散和服務端,其產值增加將促使能源消費減少。 所得增加和能源密集度上升,皆將使得能源消費增加,而消費者物價指數上升,會促使能源消費減少。根據需求法則,汽油價格增加會使得石油產品消費減少,然而,台灣電力價格有人為干預,並未遵循市場機制反映真實價格,天然氣消費則是在低碳經濟政策推動之下,使價格反應未遵守需求法則。 透過本研究結果建議政府可善用ICT產業,將之推廣與擴散應用至日常生活中,可達到節能減碳效果,促使能源消費減少,並輔導產業發展由消費端轉著重於服務端。 This study uses panel data analysis to investigate the effect of ICT (Information and Communication Technology) industry development on the energy consumption based on the annual data ranging from 1982 to 2011. The ICT industries are separated as 4 types. The empirical results shows that those production values of different types of ICT industries have different kinds of effects on the energy consumption, some are positive and the others are negative. More of the production value of two types of ICT industries (i.e. electronic component industry and information industry) will increase energy consumption since these two ICT industries focus more on the ICT production, which need to use lots of energy for production. While, more of the production values of the computer, electronic products, optical products manufacturing, and the telecommunications industry would decrease the energy consumption since the production increase of these industries would enhance more energy conservation activities. Except those ICT variables, this study also found the increase of income and energy intensity would incur more energy consumption, while, the rise of CPI index and petroleum products price would reduce the energy consumption. All these results are consistent to the theoretical inference such as the law of demand (high price would incur less consumption). However, the empirical results of electricity price and natural gas price did not follow the law of demand. It is believed that the human interference distorts the market, which breaks the law of demand. Through this research, it is suggested that our Government can accomplish a better efficacy for energy conservation and carbon cut by better management of the ICT industries.
