    Abstract: 隨著經濟發展以及社會變遷,校園所面臨之風險日漸升高。校園風險不僅影響學校教育之穩定與發展,更衝擊到社會觀感。自2010年起,高中職以下各級學校強制投保公共意外責任保險,然現行公共意外責任保險單,承保對象僅依經營性質分為六類,所有場所均以同一險種承保,在承保範圍上難免會出現保障缺口,保費評估亦無合理之對價關係。基此,本研究試圖研擬一張全新保險單,以校園風險為主體,藉以保障校園所可能面臨之任何風險,既可提升校園安全管理,亦可減少社會成本之浪費,為社會帶來正面之意義。

    With the economic development and social change, the risks that schools face increased. School injury not only affects the stability and development of school, but also the impact of social perception. Since 2010,the general and vocational high school and below required public liability insurance forcibly. However, Coverage objects of public liability insurance are only divided into six categories according to the nature of business. If all places are the same types of insurance coverage, the coverage will inevitably be on the protection gap. Besides,There is no reasonable connection between premium and risks. Based on this problem, the study designs a comprehensive insurance policy to protect schools from any risks of all schools that may be faced. The policy can improve school risk management, and reduce the social costs of waste.

    First of all,the study analyzes risks exposure of schools and the insured status information to illustrate the main framework of comprehensive policy of school insurance. Second,the study designs the school insurance policy, and makes a description of management. The study ends in conclusions and suggestions to put a new view on insurance industry and government for developing school insurance in the future.
