    論文提要內容:
    本研究旨在探究獲得臺北教育111標竿學校認證之一生一專長方案的發展策略,以及學校發展一生一專長方案所遭遇的困境及其因應對策,俾能根據研究結果提供相關建議。
    依據研究目的與問題,本研究對101年度獲獎的三所規模與地區不同的標竿學校相關人員進行半結構式訪談,並輔以學校相關文件之分析,以確切了解學校的發展策略及困難與對策。
    依據研究結果,本研究歸納結論如下:
    一、臺北教育111一生一專長之發展策略,學校雖有背景之差異,但均藉由共同理念與目標而致力推動。
    二、結合學校課程深耕基礎,規劃藝術與運動方面之活動,是學校發展一生一專長的主要策略。
    三、成立學生學習社團、營造藝術與運動之學習環境、規劃展演機會,也是學校發展一生一專長的有效策略。
    四、標竿學校面臨行政執行、師資人力、學生來源及設備場地之困境。
    五、透過專業領域教師之探討以研訂專長能力指標,尊重教師所研訂之標準,據以認證學生專長,是標竿學校的主要對策。
    六、標竿學校以教師專業社群、外聘師資與家長社區志工的支援等對策,因應人力不足之困境。
    七、標竿學校選擇合適的專長項目因應學生源與設備場地之困境。
    根據上述研究結論,本研究提出若干具體建議,以供教育行政機關、學校及後續研究之參考。

    Abstract:
    The purpose of this study aims at analyzing strategies of program initiation and promotion students art and athlete talents in Taipei Education 111. There are three dimensions of the leading elementary school to be explored, including strategies of program initiation and promotion, its effectiveness, difficulties and their solutions. Data of three leading elementary schools are collected by semi-structured interview and document analysis.
    Based on results and findings of the study, conclusions are summarized as follows:
    1. Although every elementary schools has different background, the three leading schools establish a common goal and mutual understandings as the core for program initiation and promotion for student’s art and athlete talents in Taipei Education 111.
    2. The main strategies for the development of student talents are deep-rooted on school curriculum and the well-planned program for the development of student’s art and athletic performance.
    3. Other effective strategies for the development of student’s art and athlete talents includes setting up student’s learning group, create the art and athletic learning environment and planning performance
    4. The difficulty for the leading elementary schools includes administration, teachers, students and facilities.
    5. Planning student talent for accreditation indices ought to be inspired by teacher’s professional community discussion and its esteem.
    6. The leading elementary schools adopt strategies of establishing teacher’s professional community, using professional resources outside of school, parents and community’s volunteer to cope with the difficulties in the program implementation to develop student’s talents.
    7. The leading elementary schools adopt strategies of choosing suitable talent items to cope with the difficulties.
    Based on findings, some suggestions were proposed for Educational Authorities of the City government, elementary schools as well as researchers of future studies.
