Abstract:	俄羅斯就南海的問題於蘇聯時期就有著密切的關係，當冷戰結束後蘇聯解體，俄羅斯對南海問題仍未作出過明確的表態，在東南亞區域，東協各國致力於政治及安全問題加強與國際各國對話，並成為世界關注之經濟區域之一，另因「中國大陸崛起」之因素，吸引國際各國與東協國家合作之興趣；雖然俄羅斯現今與中國大陸發展成為友好戰略合作伙伴關係，但俄羅斯在東協國家問題上仍保持中立，且不妨礙俄羅斯向越南等南海周邊國家出售先進武器，讓南海區域問題更加複雜化。觀察近期俄羅斯與東協國家及中國大陸之關係發展，欲就冷戰後時期先期討論俄羅斯對外政策之演變，進而討論俄羅斯與東協國家以及中國大陸之關係，以期瞭解俄羅斯未來如何與渠等國家之相處方式。主要研究目的分為下列幾項：一、冷戰後俄羅斯對外政策的演變? 二、探討俄羅斯如何與中國大陸及東協國家和平相處。 In the Soviet era, Russia had a closed relationship with South China Sea countries. After the Cold War, Russia still has not been made clear statement on the South China Sea issue. In the Southeast Asian region, ASEAN committed to strengthen International dialogue on political and security issues with other countries and became one of economic in the world. Because of the China’s rise, cost more countries’ wants to cooperate with Asean. Although Russia with China build a strategic partnership, but Russia still maintains neutrality about the South China Sea issues. Russia also keeps selling weapons to Southeast Countries; make South China Sea issues more complicated. Purposes of the analysis in this thesis are as below: 1. The Russian foreign policy evolution after post-Cold War? 2. How Russia get along with China and ASEAN countries peacefully?
