摘要:	九一一事件後，美國利用國際社會對其道義支持，組織反恐聯盟，取得政治主導權，改變大國之間的關係，尤其與中共關係。中共則利用美國亟需中共協助反恐的契機，及其在國際反恐合作角色與地位的驟然躍升，大力改善與美國的關係，並順勢將反恐外交延伸至全球層次，利用此機遇擴張國際影響力，中共諸般舉措，顯有特殊政治圖謀。　　而中共基於國家利益，避免與西方國家尤其是美國陷入對抗；避免周邊國家結成對付中共的同盟；避免周邊熱點問題危及中共安全穩定，持續大力改善與世界主要國家和周邊諸國的雙邊關係，積極參與國際多邊制度，尤其是藉參與聯合國集體安全行動，增加合作的機會，從而改善和緩解國家之間的安全困境，增進穩定，減少敵對。 After 911, the United States use the international community for its moral support, organizational alliance against terrorism, to obtain political dominance, changing the relationship between the major powers, particularly the relationship with China. China is using the chance that U.S. needs China assist antiterrorism, and its promotion of role and status in international cooperation against terrorism, improve relations with the U.S.. Make their anti-terrorism diplomacy extended to the global level, and use this opportunity to expand international influence. China’s movement shows they have special political purpose. 　　China based on national interests, avoiding against with the Western countries, particularly the United States; avoid neighbor countries formed an alliance against China; avoid surrounding issues threaten the China security and stability, sustained great efforts to improve the world''s major countries and neighbor country''s bilateral relations and actively participated in international multilateral system, particularly through participation in the United Nations collective security actions to increase cooperation opportunities to improve and ease the security dilemma between countries, increase stability and reduce hostility.
