    Title: 電子工業預防性品質管理改進之研究─以靜電干擾預防管理為例

    Abstract: 本文旨在探討電子工業預防性品質管理改進的方法，並以國內高科技產業最具份量的電子工業為對象，詳加分析應用績效。研究中以國際通用ISO系列，品質保證制度各項規範做為品質管理系統的評核構面。先取兩岸選定數家大電子工業廠為個案研究對象，建立企業基本資料，再從書面程序與作業層面兩方面分項評估，發現各廠商品質管理系統的落實性在書面程序方面達到98.6%，但在作業層面只達到91.1%，其中有8.4%是屬於管理不善所造成的人為疏忽。電子工業對供應商合約審核及進料檢驗都做得相當嚴謹，但對改正及預防措施、統計技術的應用有待加強，對環境因素（如溫度、濕度、落塵數、靜電等）防範之教育訓練亦有待改進。另外，對製程品管、文件資料的記錄及管制需待加強。本研究評估結果可用以建立品管系統之實務模式，對IC產業提昇產品附加價值及公司競爭優勢有幫助。
    In this study, the method of improving preventive quality management for Taiwan Electronic industries which are key industry contributing the national economy are considered. Though most industries are qualified by ISO 9001 certificate, but many faults are found in acceptance process. Hence the follow up evaluation process is still necessary after carrying out the preventive quality management like ISO 9001 system. In the study, the famous biggest electronic industries are taken as the cases to observe environmental factors affecting the quality of electronic product. Three modes of electrostatic discharges (ESD) which cause damages to many important electronic products are discussed. In order to prevent the big loss to the company due to ESD, the process for preventive quality management(PQM) by using tools, by training and by inspection are considered. The obtained results are quite satisfactory, hence the proposed method is worthy for application.
