    摘要: 本研究計畫案目的在探討里斯本條約生效後歐盟共同商業政策的新發展，以歐盟對外貿易之制度執行面與政策面為分析主體，佐以歐盟與中美洲自由貿易談判為代表性案例。在制度執行面上，於2009年12 月正式生效之里斯本條約加強了制度改革與統整歐盟對外行動，原先由執委會負責之貿易政策產生結構性的變化；政策面包括歐盟對外貿 易政策之新發展。歐盟與中美洲所簽署之貿易協定屬於新一代的自由貿易協定，目的雖在加強歐盟之全球競爭力，而其內涵除以關稅調降為主，也逐漸納入非經濟性議題。此類自由貿易協定屬於「WTO-PLUS」，不僅在整合議題上有深化傾向，在規模上也不斷擴大，開始有跨區域的現象。綜合前述發展，計畫案具體研究子題如下：(1)在世界貿易組織架構下，敘述區域貿易協定之類型與發展概況，並延伸至歐盟對外簽署自由貿易協定之策略與轉變。(2)分析在里斯本條約架構下，歐盟在對外貿易政策與機構權限之調整。(3)藉由歐盟與中美洲自由貿易談判之案例，分析雙邊談判之立場與爭議點，歐盟與中 美洲的經濟預期效益及影響，以及此協定對於歐盟與拉丁美洲之後續發展是否有示範效應。
    The EU External Trade Policy after the Lisbon Treaty: A case study of the FTA between the EU and Central America This project aims at the transition of the EU’s common commercial policy resulting from the ratification of the Lisbon Treaty. The subject consists of policy and institutional dimensions of external trade of the EU. On institutional aspect, the Treaty of Lisbon strengthens institutional reforms and coordinates EU external actions. The EU policies which were responsible for European Commission have had structural changes. The policy dimension concludes trade policies. The negotiation of FTA between EU and Central America belongs to a new generation of FTA. The context not focuses only on the bi-regional elimination of tariff, but on non-economic issues also. The new FTA can be defined as “WTO-plus” agreements, covering integration issues in deepening and widening and becoming trans-regional. With this purpose, some sub-issues will be discussed as follows. The first one describes the background to the shift of the EU’s trade arrangements towards a more active use of FTAs under the multilateralism of WTO. The second part presents an account of EU trade policy with the new Lisbon Treaty and implications of the treaty on institutional balance of EU policy. After that, the third section analyzes the background and major issues of the negotiation for EU-Central America FTA. And by knowing the economic impact of EU- Central America FTA, to evaluate its influence in the relations of EU - Latin America.
