    Abstract: 本文建立一個包含勞力、資本和土地三種生產要素，及農工、觀光和交通三個部門的本國短期一般均衡模型，探討增加航線航班或增加觀光客人數配額等開放觀光政策，對於各產業就業、產量、價格及社會福利水準之影響。
    我們發現，無論本國農工部門之產品有無出口到觀光客來源國，開放觀光政策將使本國農工部門提高就業水準，增加產量，並使農工產品之價格上升。同時也導致本國觀光和運輸部門的就業水準提高，產量增加，並使其產品價格上升。最後，開放觀光政策將使本國社會福利水準上升。說明開放觀光既不會發生其他部門衰退的荷蘭病，也不會帶來本國福利下降的經濟悲慘化。
