    Abstract: 20世紀90年代以後，為回應民間教改團體“廣設高中大學”的訴求，臺灣的高等教育呈現快速成長趨勢，18歲至21歲人口之凈在學率，在1988年時首度超過15%，2004學年度突破50%，2011學年度更達68.27%。[1]由此，臺灣已經由馬丁．特羅所謂之“精英型”(elite)高等教育，超越“大眾化”(mass)階段，而進入“普及化”(universal)階段。[2]高等教育的快速擴大，導致公共教育資源緊縮，各大學為維持辦學質量，開始另覓其它財源管道。其中最直接且有效的方式，便是若政府無法注入經費補助，就只能提高學費，或積極對外募款。
