Abstract:	受金融海嘯及歐債危機衝擊，全球經濟景氣復甦緩慢，各國就業未見改善，青年失業現象更令人矚目，包括勞動參與力下降、失業率上升、就業機會減少、技能不足、非典型就業型態、職場轉銜不順、在職貧窮（working poor）等情況皆突顯15-24歲間年輕世代踏出學校後，既不在就業、教育或培訓，而成為所謂的尼特族（NEET）的棘手問題。青年延緩就業將嚴重影響其終身職涯發展，而就業困難使其更難擺脫貧窮的惡性循環，並且對社會政經穩定發展帶來極大威脅。台灣青年失業或NEET現象或許並不顯著，但從學校到職場的路卻因政府因應經濟衰退所提出的「短期促進就業措施」而造成薪資水準下降的困境。全球化使得國際勞工的移動更頻繁，提升就業知能、縮短學用落差、支持青年創業才能減緩青年失業的惡劣情勢。
