在政府績效模型中，「創新」或「創造力」的重要性與地位受到了普遍的認同，如何提昇政府創造創新的能力，也成為學界與實務界共同關心重要議題。不過相當可惜的是，我國過去對於創新的相關研究，一方面以私部門的討論為主，少數政府創新的研究，若不是未對創新進行比較明確的概念化與操作化，就是多以個案式討論為主，忽略整體面的觀察，以致於到目前為止，仍有我國政府曾經出現多少創新？什麼特質的政府有較多的創新？我國的地方政府以發展哪一類型的創新為主？什麼因素可能影響地方政府創新的產生？…等多個問題待解答。本研究以「政府創新」為主題，以地方政府為範圍，透過1999年至2010年間的新聞資料庫搜尋，指認出755個地方政府的「創新」，細部 分析這些創新的內容之後發現，這些創新大多集中在臺北市、臺北縣、高雄市、與桃園縣等地區，而創新的類型大多是屬於「一般性的服務」，產品性、概念性、程序性與組織結構性創新較少。而公務人員數量越多、資源越多、分工化程度越高的地方政府，比較會有較多創新出現。這個研究結果，在學術上可以進一步作為政府創新擴散研究的基礎，在實務上也可以做為擬定提升政府創新能力的策略參考。 The growing importance of policy innovation has drawn very much attention from both academia and practice. It is widely believed that the policy innovation capacity is a main source of government performance. By censusing local policy innovations within 1999-2010, the first purpose of this paper is to classify the innovations that are invented from the local government. The second purpose is to display the distribution of policy innovations among local governments. The findings of this paper will become the base for developing an innovation-creation casual model.
