Abstract:	清朝領有臺灣之後，水師防務的設置主要以安平及澎湖為主，初期，臺灣北部地區並未設置水師。海盜鄭盡心事件之後，於淡水設置水師營，但布署的人力及戰船數量有限。乾隆以降，臺灣北部的發展快速，人口聚集重心已由淡水轉往臺北盆地。為加強治安之維護，此時水師的駐防重心亦轉往艋舺(Bangkah)，但清廷並未忽略淡水的重要性，相關水師設備並未減少。嘉慶十年(1805)，海盜蔡牽劫掠淡水，清政府為加強防務，增強了周邊的軍事設施。同時間為因應臺灣北部開發，除了水師防務增強之外，陸路防務亦隨之擴編。但陸防的擴編並不影響海防之發展，反而形成海陸並重之勢。
