Abstract:	駕駛人對道路服務水準( Level of Service ' LOS) 可能存有不同之定義，然而若考慮車禍之肇事成本、燃油效率、與旅行時間之節省等不同面向之準則來觀察，則道路服務水準之定義將呈現新的格式。本研究目的係建構納入道路安全因素下之道路服務水準之衡量新方式，考慮肇事成本、燃油效率、與速率之多種準則，建構三度空間之效用函數，分析多準則因素對服務水準之影響差異變化，並與以往公路容量手冊(Highway Capacity Manual ' HCM) 與之前之研究之差異，進行比較分析，以作為日後修正之參考。
