Abstract:	台北市全球教育白皮書與國際學習學者們皆提出公民行動的重要，學生必須能應用國際學習的知識與技能，來進行在地行動以解決生活的問題。本文從國際學習之需求與潮流出發，從關鍵能力與終身學習的角度探討國際學習的重點應由「學習關於世界的知識」，到「與世界一起學習」，到「落實在地行動於生活之中」。本文亦舉「國際教育資源網」（International Education and Resource Network,iEARN）與「為改革而設計方案」 ( Designfor Change, DFC）兩國際學習網絡為例，以結合在地公民行動的角度鼓勵更多師生參加。
