摘要:	這幾年來，由於地球的變遷造成的影響，以台灣地形陡峭來說，北部降雨量過於集中，南部則是降雨量稀少，而台灣本身又易受到颱風的降雨量影響，都市、農田、經濟、政策都相對受到波及，而本研究是以台灣中部地區之農業開發為主題，以環境的因素以及國際經濟的考量，評估現今台灣水資源之農業開發，是否需要休耕以及活化休耕等等之相關議題。本研究也一併提出，台灣中部地區水資源缺乏的問題，深深影響到農業開發休耕等等的因素之一；另外則是水資源之水庫、水庫清淤、海水淡化、地下水、河川等等來考量，並以解決問題給予適度的建議。則另一方面，由於台灣的人口陸續遞增，相對產量食物也相對提高。在台灣2002年正式加入世界貿易組織（World Trade Organization），成為WTO 的會員且必須遵守WTO的規範並開放市場進口，准許外國的農產品進口販售，然而政府為了加入WTO於民國93年實施調整計畫，為了要達到減少稻米以及相關農產物生產供給的目的外，並且加入WTO之後，也需要減少開放進口農產品對我國農業生產率以及延續到農業是否休耕以及補貼措施所帶來的國際影響。 In recent years, due to Earth’s of changing caused of effects, to Taiwan terrain steep, Kang in the Northern rain cover too concentration, southern is rainfall rare, and Taiwan itself and easy was Typhoon of rainfall effect, city, farmland, economic, and policy are relative of effects, and this research is to Taiwan central area of agricultural development for theme, to environment of factors and international economic of considered, assessment today, Taiwan of water resources of agricultural development,whether to fallow and activation fallow and so on related issues.This research shall also be made that Taiwan problem of lack of water resources in the central area, deeply affect one of the factors to fallow, agricultural development and so on; the other was reservoirs of water resources, reservoirs of dredging,desalination, groundwater, rivers, river water, and so on to consider, then modest to solve the issues.On the other hand, due to Taiwan of population gradually increments, the yield food also relative improve.Formal joined World Trade Organization in Taiwan 2002 year, became WTO of Member and must comply with WTO of specification and opened-up market imports, permitted for foreign of agricultural products imports transaction, however, the government to joined WTO republic of China in 86 year to implementation adjustment plans, and also to reached reduced for permitted of related agricultural products supply of purpose outside, and after joined to the WTO, also need to reduced the open import of agricultural products to our country of agricultural productivity, as well as continued agricultural fallow and subsidy of measures which came with international impact.
