    摘要: 近年來非政府組織（Non-Governmental Organizations）在社會、文化、環保、人權、社會福利等議題上，扮演越來越重要的角色，其重要性已不亞於政府組織，尤其以當前的兩岸關係中，迄今雙方政府無法正式往來時，非政府組織更能發揮其功能。
    財團法人沈春池文教基金會屬於早期成立專門從事兩岸文化交流的非政府組織，二十餘年來已成為兩岸文化交流重要平台，是以本論文將針對非政府組織及沈春池文教基金會之角色與作用，並檢視與研究其在兩岸文化交流之功能為主。
    本論文除理論與文獻之探討外，對於兩岸非政府組織的狀況進行探究與比較，研究兩岸文化交流的沿革，以為論文之研究基礎。此外還採取訪談研究，透過相關人員訪談的見解，對於論文主題進行多方探討，最後對沈春池文教基金會在兩岸文化交流之功能加以檢視，並進行SWOT模式分析，提出相關策略，以求沈春池文教基金會扮演非政府組織在兩岸文化交流中的角色更能發揮其功能。希望透過本研究對於非政府組織的功能及定位進行研究探討，將所獲得的成果提供各界參考，並期許台灣的非政府組織在兩岸交流時能有更好的發展與未來。
    Non-governmental organizations have been enacting more important and active roles in spheres such as culture, pro-environment, human rights, and social welfare. The operation of NGOs have play some roles of the government organizations, especially in the current cross-strait relations between Taiwan and China who deny to recognize each other and refuse to have formal political contacts.
    Shen, Chun-Chi Cultural & Educational Foundation is a NGOs in Taiwan. The main purpose of this organization is to enhance cultural exchanges between Taiwan and Mainland China. It has established its position in Chinese society and became an important platform of forums for cross-strait cultural exchanges for over two decades.
    This thesis mainly focuses on the roles and functions of NGOs and applies Shen, Chun-Chi Cultural & Educational Foundation as a case study to explore NGOs functions and influence on cross-strait affairs and cultural exchange. In addition to literatures and theories review, this research also investigates and compares status of NGOs on both sides, and uses the cultural exchange history between Taiwan and Mainland China as the basic ground. Furthermore, the author conducted in-depth interviewis to collect opinions from people who are in related field to understand the real operation results of NGOs and Shen, Chun-Chi Cultural & Educational Foundation. Finally, the author reviewed the function of cross-strait cultural exchange between Taiwan and Mainland China based on the experiences of Shen, Chun-Chi Cultural & Educational Foundation, and analyzes the results through applying SWOT analysis. Suggestions and recommendations were preposed to help the improvement of cross-strait culture exchqanges conducted by Shen, Chun-Chi Cultural & Educational Foundation and to enhance better development in future exchanges between Taiwan Strait.
