二十一世紀人才競爭的年代，人力資本的良寙是國家創造競爭力優勢的致勝關鍵，行政院勞工委會職業訓練局係專辦培訓國家人才訓練發展機構，每年不斷挹注資源辦理在職訓練，以培植企業所需之人才，為瞭解在職訓練評估的效益，利用民間企業最常使用的評估方法Kirkpatrick四層次評估理論，探討政府辦理在職訓練是否能獲得民眾回應及政策目的。 本研究之目的是探討產業人才投資方案在職勞工之學習動機與訓練成效之關係，採用問卷調查法，以100年度參加北區職訓中心所轄地區之產業人才投資方案學員為研究對象，採分層隨機抽樣法每班抽一位受訓者，共計發放974份問卷，回收420份，回收率約為43.12%，剔除無效問卷36份，回收有效問卷共計384份，有效回收率為39.43%。 本研究採取SPSS統計視窗軟體作為統計分析的工具，針對樣本資料做因素分析、信度分析、描述性統計、t檢定分析、單因子變異數分析、皮爾森相關分析及迴歸分析等分析方法。本研究發現如下： 一、參訓學員的個人屬性（婚姻、年齡、教育程度）在訓練課程考量上有顯著差異。 二、參訓學員的個人屬性(婚姻、年齡、教育程度)在訓練整體成效上有顯著影響。 三、在訓練課程考量方面與訓練整體成效之關係有顯著相關。 四、在個人屬性、訓練課程考量(教師教學、課程安排、學習動機)與訓練整體成效具預測性。 It is a human resource competition era in the 21st century. Human capital is the key to create state competition advantage. The Bureau of Employment and Vocational Training(BEVT), Council of Labor Affairs, Executive Yuan is the professional institution which conduct the national human resource training affair. Each year this institution put a lot of resource into conducting on the job training and the purpose is to create the human resource which is the business need. This study is to realize the effectiveness of the evaluation of on the job training. I use the common evaluation method which is Kirkpatrick 4 level evaluation theorem to discuss the purpose of government training policy and the feedback of trainee which is receiving on the job training.
The main goal of this study is to discuss the relationship between the learning motivation and training effectiveness for the trainee who is participated the Implementing Industrial Human Resource Investment Program(IIHRIP). This study use the Questionnaire Survey and an object of study is the trainee which is participating the SGIIHRIP which is conduct from Northern Training Center, BEVT. This study is sampling one trainee of each class by the Stratified random sampling method. This study totally send 974 copes of questionnaires, recover a total of 420 copies of questionnaires and the response rate is 43.12%. After deducting 36 copes of invalid questionnaires, this study gather 384 copes of valid questionnaires finally and the effective response rate is 39.43%.
This study used SPSS(Statistical for the social science) software to analysis the data in this study. They are including factor analysis, reliability analysis, descriptive statistics, t-test analysis, one-way analysis of variance, Pearson’s correlation and simple linear regression. Empirical result shows that the significant differential between personality of trainee and consideration of training program. And the personality of trainee will influence overall training effectiveness significantly. By the way, there is a significant correlation between the consideration of training program and overall training effect. Finally, the variables which are personal property and consideration of training program exist the prediction effectiveness to the overall training effectiveness.
