    Abstract: 當今全球日益重視安全議題,安全社區普遍被關注,世界衛生組織因此積極鼓勵參與推動安全社區認證。至2012年6月30日為止,全世界已有274個安全社區,可見安全社區認證受到重視,尤其是現今地球暖化,氣候異於往常造成世界各地災害,安全議題更值得重視。

    本研究針對信義安全社區採用文獻探討和深度訪談,以立意取樣方式訪談專責單位之行政主管、行政人員以及參與安全社區的推動者,為達上述研究目的,本研究共19位受訪者,研究結論顯示:信義安全社區經訪談得知之實際運作狀況與制度量能之關聯分析,指標項之關係資源運用的能力(公私協力),為安全社區能量關注活絡的強項。指標項之動員能力變數,能夠針對較高危險群者,特別重視防護及教育,是社區須更投入的要點重要指標。永續安全社區應建立評估機制:是問題建構初始之核心,可避免誤置方能有效解決問題。杜威:「將問題明確的指出,就等於解決問題的一半」。

    研究建議如下:1、對信義安全社區之建議:(1)高危險群者之防護及教育,不能間斷。(2)高危險區域、不安全點之檢核,要不斷精進。(3)事故傷害監測之登錄,要持續。(4)營造社區特色:糶米古道。2、對信義區之建議:(1)建立激勵的機制。(2)積極拜訪非營利團體的加入。(3)巡查的機制應E化或簡化。3、對臺北市安全社區之建議:(1)建立志工說故事的行銷能量。(2)建立安全社區師。(3)培訓專責人員。(4)多成立睦鄰救援隊。
    Today there is a growing global emphasis on security issues which the security community is generally concerned about. The World Health Organization actively encouraged to participate in the promotion of Safe Community Accreditation. As of June 30, 2012, the world has 274 security communities. This showed the Visible security community certification attention, especially global warming Due to the drastic change of climate, security issues are more worthy of attention. We can use the security community concept to reach out to the people.
    In this study, targeting security for the Lutheran safe community literature and in-depth interviews, administrative staff and promoters, involved in the security community with purposive sampling. In order to achieve these purposes, the study interviewed 19 respondents.The results showed tha: Lutheran safety community through the interviews of the actual operating conditions with the system the amount of correlation analysis is able to index the relationship between the use of resources (public and private third-party) for energy security community concerned about the rolling of the strengths. Mobilization capacity of the indicators variables for higher risk groups, with particular attention to the protection and education, points an important indicator of the community to be more committed Sustainable security community: One should establish evaluation mechanisms: the problem to construct the initial core, and to avoid misplacement, in order to effectively solve the problem. According to Dewey: "the problem is clearly pointed out, is equivalent to solve the problem half.
    The study recommends the following:
    1. The Lutheran security community proposed: (a) the protection of high-risk groups, and education without interruption. (b) High risk areas, unsafe point check should be continued to improve. (c) Injury surveillance login to continue. (d) Create a community Characteristic: Tiao rice Trail.
    2. Recommendations to Xinyi District: (a) Incentive mechanism should be established to. (b) Positive visit non-profit organizations. (c) Inspections of the mechanism should be E or simplified.
    3. Recommendations to Taipei city Safe Community: (a) the establishment of the marketing energy of the volunteers to tell a story. (b) The establishment of the security community division. (c) Training of dedicated personnel. (d) Multi-establishment of good-neighborliness and Rescue Team.
