First one is the recruitment stage, and the other is the management stage. Those 8 factors as follows: the activities of Tzu Chi Foundation, ideology (communication of the organizational vision), a combination of media, leadership behavior, community volunteers, training and evaluation, specialization, distinct level.
Through interviewing with relevant personnel of the Tzu Chi Foundation, we can understand how Tzu Chi Foundation attract volunteers and mobilize its members so quickly. Especially, the experience of its mobilization will be a good example for other NGOs in Taiwan.
