Recently, teacher appraisal has become one of the most important subjects in education reform; it also has become one of the national goals to upgrade educational human resources and development. The expectation of education quality, outcomes and performance raised from schools, parents, students, and the public has made teacher appraisal be more seriously considered. It also attracted public’s attention on teacher’s teaching, professionals, research & development, counseling and manner. Therefore, the Ministry of Education need to conduct a try-out program of teacher appraisal for a period of time and see if it is feasible.
For the time being, senior high school teachers’ professional capability and development are reviewed through teacher appraisal system. There have been a lot of obstacles in planning or promoting senior high school teacher appraisal system due lack of pertaining laws & regulations. In order to fulfill teacher appraisal system in all senior high schools, it is necessary to review current system and pertaining laws & regulations enabling to establish a clear & complete picture of senior high school teacher appraisal system and to improve teachers’ professional development.
In addition to literatures/theories research, this paper also investigates and compares national teacher appraisal system with other advanced countries. This paper can be a good reference to our national teacher appraisal system. We also interview legislative represents, education authorities, schools heads & teachers, and parents groups to do multi researches, and examine issues occurred in our national senior high schools teacher appraisal system, and provide suggestions of better & more suitable appraisal system. We will disclose research outcomes for public reference.
