    Abstract: 本研究旨在探討新竹科學園區受金融海嘯衝擊之前後投入、產出變動情形及經營績效分析,研究期間為96年至100年共五年時間,以國內新竹科學園區為樣本,透過資料包絡分析法模型(data envelopment analysis,DEA)。其先在不考慮其權重及環境變數等因素,採用一般DEA模式進行經營績效分析,評估台灣地區新竹科學園區經營效率之比較,亦藉此探討影響經營效率之技術效率、純技術效率及規模效率之差異性。
    其研究五個年度中96及97是連續兩個年度及99年度等三個年度效率值均為1,表示科學園區整體技術效率、純技術效率及規模效率效率顯示穩定(consistency),具一致性,98年度及100年度效率值均未達到1值,且其中98年度之科學園區純技術效率及規模效率均為五年度最差,其科學園區純技術效率為0.97,確實有投入及產出之失衡狀態,可能受到全球金融海嘯環境衝擊所影響。基本上,這些分析所獲之資訊,大致能對台灣地區新竹科學園區廠商在未來經營效率提升之策略擬定與政府政策擬定之參考。
    This study aimed to explore the Hsinchu Science Park, before the financial tsunami, inputs, outputs the changes in operating performance during the study period of 96 to 100 years, a total of five years, domestic Hsinchu Science Park as a sample, through data envelopment analysislaw model (data envelopment analysis, DEA). First without considering its weight and environmental variables, using the general DEA model for business performance analysis to assess the operational efficiency of Taiwan''s Hsinchu Science Park, but also to explore the operational efficiency of technical efficiency, pure technical and scale efficiency differences.
    Their studies five years 96 and 97 for two consecutive years, and 99 three year efficiency values are 1, expressed Science Park, the overall technical efficiency, pure technical efficiency and scale efficiency, stability (consistency), with consistency, 98 the value of the annual and 100-year efficiency did not reach a value, and the pure technical and scale efficiency of 98 Science Park are five of the worst, pure technical efficiency of the Science Park is 0.97, does have inputs and outputs of an unbalanced state , may be affected by the environmental impact of the global financial tsunami. Basically, these analyzes the information received by, roughly in Taiwan Hsinchu Science Park, the manufacturers in the future operating efficiency improvement strategy to develop a reference for government policy formulation.
