    Abstract: 資金是創投的動力,假若資金減少,意即代表著環境的低落,在政策的監督下,資金流入創投的數量減少,資金流出卻擴大,若在不政策下,成立境外創投基金或登記為海外創投公司成為主流,但是想成為境外資金的難度是相當高。

    台灣創投規模比國際間創投基金規模均較小,而過去的經驗,較限在台灣本土的高科技領域,對於開拓新市場無好成效,加上台灣創投組織制度的股份公司制,與國際間一般的有限合夥制不同,難以得到外來資金的青睞。

    因此唯有正視台灣當前產業發展的問題,提振國內的經濟工程,改善產業發展環境,加強投資人信心,才能在科技經濟政策及創投事業發展的各項領域中,找到適當的平衡,重新恢復台灣的經濟實力
    Venture funds cannot function without capital; the exhaustion of capital represents the collapse of the venture capital industry. restrictive government policies preventing venture funds from investing in China deterred investors from investing in venture funds. As investors worldwide zeroed in on investment opportunities in China, Taiwan’s venture investors had no choice but to set up or register new funds overseas.

    However, a number of factors, including the relatively small size of Taiwan’s venture funds and lack of international experience, prevented funds from developing new markets and performing well. Apart from government policies preventing investment in China, Taiwan’s venture funds also had difficulty attracting foreign investment because unlike global venture funds, which are set up as partnerships, venture funds in Taiwan can only be set up as corporations.

    Therefore, the government needs to directly address Taiwan’s industrial development obstacles, lay the groundwork for economic recovery, improve the industrial development environment, and rebuild investor confidence. Taiwan’s former glory days can only be restored when technology, economy, policy, and the venture capital industry find equilibrium.
