摘要:	全球氣候變遷，「低碳」成為各國發展的主要方針。中國與歐盟的低碳合作項目遍及層面相當廣泛，像是農業、工業、能源、都市計畫、教育等。因為雙方政治體制與價值觀的不同，阻礙了合作；但也因為經濟與技術交流的誘因，加速合作的進展。合作拉近中國與歐盟之間的距離，進而改善雙方的外交關係，也拓展歐盟在亞洲的能見度。合作帶來的經濟效益有利有弊，中國綠能產業得以快速發展，因市場有限，產生供過於求的現象。中歐低碳合作為歐盟經濟得到喘息的空間，卻也弱化歐洲內部相關產業。總體而言，中歐合作成效利大於弊，然而雙方固有的歧見仍然存在。為提升大國形象，中國在未來仍將致力於綠能發展，減少煤炭的依賴。美國外交政策的轉向，與歐盟在亞洲影響力的提升，歐盟將成為亞洲事務主要參與者之一。但歐盟自身的經濟危機，仍有賴於中國的經濟援助。中歐低碳合作最初衷的目的，歐盟對中國的「經濟」援助，中國幫助歐盟「政治」上的環境外交推廣。經過這十幾年來國際現勢的改變，中歐合作轉變為中國資助歐盟「經濟」問題，歐盟協助中國在世界「政治」大國的形象。 The low-carbon policy has become guidelines for development in every country dealing with the climate change. The low-carbon cooperation between China and the EU has various aspects such agriculture, industry, energy, city development plans, education, etc.. The difference of political systems and values obstacles the cooperation; on the other hand, economic and technological causes speed up the cooperation progress. The cooperation has drawn China and the EU closer, improving diplomatic relations; also, it gives high exposure of the EU in Asia. There are advantages and disadvantages of China-EU cooperation. The green technology has significantly improved in China. But due to the immature market, supplies in China are far more beyond demands. The low-carbon cooperation gives the EU a break economically; somehow it weakens the green energy industry in Europe. Overall, benefits are more than harms in the cooperation between China and the EU; biases remain, though. In the future, China will endeavor to develop green energy to reduce its reliance on coal. The transition of America’s diplomacy and the uprising influence of the EU in Asia will allow the EU to become one of the main players in the arena of Asian affairs. However, the economic crisis of the EU will rely on the Chinese economic aids. Initially, the EU offered economic assistance to China, and politically, China helped the EU’s propaganda of environmental diplomacy. Over more than a decade, the cooperation between China and the EU has transformed into China assists the EU economically, and the EU helps to promote China as a great nation in the arena of international society.
