自1987年政府宣告解嚴並開放民眾赴大陸探親後，使得海峽兩岸在隔絕了近40年後，出現良性互動契機，然兩岸交流迄今已逾20年，歷經李前總統登輝及陳前總統水扁時代，也經過了政黨輪替過程，尤其是馬總統上任以來，兩岸在「擱置爭議，互不否認」的基礎上，展開良性互動與對話協商，突破了兩岸持續多年來的低迷與緊張對峙的氛圍，亦創造了兩岸和平共榮的歷史新形勢。而移民署為了順應社會發展、趨合時代的需要，也於2007年1月2日由「入出境管理局」，改制為「內政部入出國及移民署」，然面對兩岸交流活絡之新形勢衝擊下，移民署除肩負起大陸地區人民來臺之有關境外、境線與境內之各項安全管理重責大任外，其角色與功能亦隨著時局的轉化從最初立法宗旨「國境管理」轉型為新移民的管理與輔導。 After the termination of martial law in 1987, the authorities lifted the ban on visiting relatives in Mainland China. It gave Taiwan and Mainland China the opportunities to exchange after the 40 years of isolation. Through twice regime changes on Taiwan in 2000 and 2008, the tensions of Cross-Strait relations were getting milder. Since 2008, the Ma’s government was in power, Cross-Strait started to interact on the basis of shelving disputes and tacit recognition. These developments create the positive atmosphere between Cross-Strait. In response to the needs of social development, “Entry and Exit Control Department” transformed to “National Immigration Agency” in 2 January 2007. At first, the role of NIA is responsible for border control, with the developments of society, the role of NIA gradually focus on the management and consultation of immigrants.
