    Abstract: 　　本論文的研究目的有以下3點：（一）中共國防白皮書之重要性為何？（二）中共國防白皮書之「變化」為何？（三）中共國防白皮書之「戰略意涵」為何？
    　　本文的研究方法以「內容分析法」為主，對所假定或預期事項，運用所蒐集資料進行陳述與比較；而以「文獻分析法」為輔，透過蒐集官方新聞、專書、期刊、報紙、論文及網路等資料。另以一手資料為主、二手資料為輔來進行研究。
    　　檢視國內及國外學者與專家，對於中共國防白皮書所發表的相關文獻中，發現其中並未對「歷部」（1998至2010年）國防白皮書進行研究與分析，並進一步研判其「戰略意涵」，然而，這就是本論文所欲填補之處。
    　　本文的研究是將中共歷部國防白皮書，區分為4個部分（國外、兩岸、國內與軍事）、13個方面及43個議題，加以比較、探討、分析與綜整之後，進而歸納出中共國防白皮書之中的戰略意涵。
    　　本文的研究成果，發現「中共國防白皮書之戰略意涵」有3點：第一、國家戰略：必以全爭於天下；第二、軍事戰略：致人而不致於人；第三、對臺戰略：以大事小保天下。
    The purpose of this thesis can be summarized as three points:
    (1) What is the importance of China''s defense white papers?
    (2) What are changes of China''s defense white papers?
    (3) What are strategic implications of China''s defense white papers?

    The research method is mainly on the “Content Analysis”: Using the gathered information to make a statement and comparison on the assumed or anticipated matters; supplemented by the “Literature Analysis”: Collecting the official news, books, journals, newspapers, papers and internet data. In addition, the research is also made by the first-hand information and secondary data.

    After studying the researches of the China''s defense white papers which are published by the domestic and foreign scholars and experts. There is no a research which do the comparison and analysis, to each “white paper” from 1998 until 2010, to infer the “Strategic Implications”. This is the main contribution of this study.

    This study divide the China''s defense white papers, into four parts (abroad, cross-strait, domestic and military), 13 directions and 43 issues, and well studied, analyzed and summarized, then infer their “Strategic Implications”.

    The contribution of this study is to discover 3 point of their “Strategic Implications” of China''s defense white papers:
    (1) “National Strategy”: Make the whole competition in the world.
    (2) “Military Strategy”: Get initiative instead of passiveness.
    (3) “Taiwan Strategy”: Treat small well for standing world.
