Abstract:	本論文〈論極端性氣候變遷對台灣安全的影響與因應——以國軍災害防救為例〉的研究目的是找出因應極端性氣候變遷所帶來的災害解決之道。極端性氣候變遷是根據統計發現氣候模式和分佈在數十年至數百年的短時間內的急劇變化。主要的文獻資料來自於環境史學的紀錄與理論。據史料記載，許多文明都曾遭受全球暖化或寒化等極端性氣候變遷的摧殘。本論文的研究方法在於根據環境史學的研究發現與質化性研究成果。在大多數情況下，極端性氣候變遷是指全球暖化多過於全球寒化。本論文的研究內容包括極端性氣候變遷的成因以及它對於台灣的影響。如今，全球暖化的原因有可能是人類活動所造成的結果，比方說增加溫室氣體排放超過自然界能消解的程度。極端性氣候變遷對於一個國家將造成許多嚴重到動搖國本的傷害，而且對國家安全來說，是一種明顯的威脅。由於極端性氣候變遷所帶來的災難是無可避免的，對台灣來說，因應全球暖化的最實際的對策就是調適。包括台灣在內的許多國家都以非戰爭軍事行動(MOOTW) 強化防災體系作為調適之道。以中華民國國家安全的立場而言，面對極端性氣候變遷所帶來的種種危害與災難，在建構出一套有效的災害應變機制的過程中，探討國軍在其中所扮演的角色與應具備的條件。 The purpose of "On the Impacts and Coping of the Extreme Climate Change on Taiwan''s Security: The Case of Disaster Reduction of Military of R.O.C." is a research for discussing a fittest way to responde crises which are brought by extreme climate change.　Extreme Climate Change is a rapid and severe change in the statistical distribution of weather patterns over a short periods of time such as a few decades to centuries. The main references came from records and theories of environmental history. According to historical records, many civilizaitons had been destoryed by extreme climate changes such as global warming or cooling processes. The methodology is based on those findings and results of qualitative researchs of the studies of environmental history. In many cases, extreme climate change is a synonym of global warming rather than global cooling. The research contents includes the reasons and influences of extreme climate change in Taiwan. Today, one of reasons of global warming might be human activities such as adding green house gases to the atomosphere faster than natural processes can reduce them. Extreme Climate Change can bring many severe and fatal damages to a nation and it is an obvious threat of national security. The most practical policy responses to global warming by adaptation to its effects in Taiwan because disasters that came with extreme climate change is unavoidable. One way of adaption is to increase strength of disaster reduction system which is one of military operations other than war (MOOTW) of armed forces in many countries, include Taiwan. For the national security of the Republic of China, it needs to construct the role and conditions of the armed forces during a construction of effective disaster deduction system in front of crises and damages which came from extreme climate change.
