    Abstract:   人才是研發與競爭力的關鍵。在知識經濟與經濟全球化的衝擊下,各國紛紛在國際上網羅優秀人才,藉以提高一國在國際市場競爭力。在全球化的經濟發展趨勢下,因應區域市場的興迭,人才隨之流動已為常態。
      各國對專業人才的需求增加下,許多國家及地區在國際上尋求外籍專業人才,吸引其移民的方式,除了以優渥待遇吸引其加入當地企業外,亦以政策工具吸引其至當地投資,並吸引其入籍該國,以彌補其專業人才之供給缺口。
      研究發現,中國大陸現時對於海外高階人才之延攬獎助由幾個部會共同承辦,推動一系列引智計畫,在薪資報酬、經費投入、智慧財產保護、出入境便利等方面提供海外人才協助,當中千人計畫透過高額的待遇補貼,若再加上其他政府所提供的補助,再加上中國大陸充滿想像空間的市場與產業發展潛力,對高階專業人才將具有非常高的吸引力;香港因鄰近中國大陸,具外部環境優勢,再加上稅賦相對較低,搭配香港優秀人才入境計畫等、吸引外籍研發與專業管理人才,提供較為寬鬆的居留條件;另外,觀察台灣對外籍專業人才吸引的瓶頸,除了市場與產業面因素外,對外籍人士仍存有諸多不便利性,如:無明顯的稅賦優惠措施、所得稅率相對較鄰近國家為高、生活環境與其他支援體系對外籍專業人士不友善等較鄰近國家及地區缺乏吸引力之處。
      鄰近地區(特別是引才政策取得相對成功的中國大陸及香港)攬才機制值得台灣參考,但對台灣而言當務之急仍可從建立對外籍專業人士友善環境的角度著手以增加其對外籍專業人才之吸引力。
    Professionals and Personnel are the key for Innovation and Competitiveness. Under the influence of knowledge Economy and economic globalization, there is global competition of professionals and personnel among the world. Hence, the Professionals and Personnel are globally mobiles.
    As the increasing demand of professionals among the whole world, many countries and regions are seeking for foreign professionals to migration in their place in order to fulfill the domestic demand of professionals and Personnel in that area.

    The study examine the attraction of the Professionals admission policy among the Cross-Strait ( the Mainland China, Hong Kong and Taiwan ) to foreign Professionals. The Foreign Professional Admission policy of China is worked out by certain central bureaus, providing high pay, related living benefits to attract their targets. It is attractive to foreign professional as the potential market in China is huge in addition to the benefits provided by the Central Government. Hong Kong, as it is nearby China, would have its external advantages in attracting foreign Professionals, also, Hong Kong’s simple and relatively low taxation (17% income tax for all foreigner) would pay an important role in the world competition in foreign professionals. Taiwan, as there is still not very opened to foreigner, the policy is relatively unfriendly comparing to the Mainland China and Hong Kong (relatively high taxation, unclear application window and inconvenience in living) would made it be less attractive to foreign immigrants.

    To improve this situation, the ROC government should make reference to the nearby areas from their advantages and to develop a more foreigner-friendly environment to strengthen its attractiveness to foreign Professionals and Personnel in order to engage in the global competition in talent-admission.
